Sorry for the late response, but I was away on holidays!
It’s very easy to convert phMAgick to .NET.
phMagick just issue calls to the command line to run imagemagick, so if you run it in debug mode you will get the command used
if you need help with this just mail me and I will do my best to help
You really need to redirect all urls that go to phmagick.org/phmagick to phmagick.org/phmagick . It took forever to find this page.

Can we use phMagick commands in php without installing it’s .exe ! I mean to say can we use imagemagick with api only … there is No other program involved..! Hope you understand..!

No, you really need to have imagemagick installed
Maybe in the future we can use iMagick, the php extension
